Toss steak, cornstarch, soy sauce, and crushed red pepper in a zip-top plastic bag; let
stand 10 minutes.
Heat oil in a large nonstick skillet (or wok) over medium heat; add garlic. Sauté 1 minute or until fragrant; increase heat to medium-high. Add beef in batches; stir-fry 6 minutes or until browned. Add carrots, broth, and broccoli; cover and cook 5 minutes or until sauce thickens and broccoli is tender.
